Major changes at the Qualifying stage

Dear Traders,

As of today, we cancel the rule Major Economic Releases (for Qualifying session and Funded session) when you need to be flat, which means that
you can trade without tracking the news.

Also, we decreased restart cost for Qualification stage, now it is the same $100 for Practice and Qualification stages ($40 for Mini accounts).
